Fixes for UE BWP Operation 3GPP TS 38.213 version 16.3.0 Release 16

Browse Source 
- fetching configuration from RRC
- removed hardcoded params (e.g. bwp_id)
- added BWP Id members to MAC instance
- introduced offsetToCarrier
