hotfix: fix value of MAX_MOBILES_PER_ENB

Browse Source 
set MAX_MOBILES_PER_ENB to 4, to be same value as NUMBER_OF_UE_MAX.
Maybe we should set NUMBER_OF_UE_MAX to 16 instead?
