Melissa Elkadi 4f1d543478 Adding hexdumps to see dc/p bit in PDU 
At this point we can see the UDP uplink data
getting to the GTP layer of the gNB. This
only works if you change the memcpy in serialize_sdu()
to not have the encoded.byte

Thomas Schlichter 6c227f4d6b NR_UE: Assure correct padding in nr_ue_get_sdu() 
In case no MAC CE needs to be transmitted and we filled the buffer with SDUs from RLC, we missed to add padding for the last 3 bytes.

- removed code from outside this function
- generate random padding in RFSIM mode
- generate 0 padding in real-time
- padding is generated either to complete the PDU or to transmit a new one
  when no data from RLC was fetched
