Remove the gNB_MAC_INST.eth_params_s, since it's only purpose is to
store what can be on the stack.
For the Aerial log message, don't print an empty prefix but what is
actually used for Aerial.
The indices are brittle and might be wrong. Instead, use the option name
(via gpd()) to look up config options. This will also simplify the
removal of unused parameters, as we don't have to update all indices.
Remove leading CONFIG_STRING_, as it is just repetitive and adds noise.
The constants are both short(er) and sufficiently self-explanatory
without it.

The rest (cmake, files with missing license, cmake) manually.
Remove the \file directive, as it is always superfluous because the
current file is implicit [1]:
> If the file name is omitted (i.e. the line after \file is left blank)
> then the documentation block that contains the \file command will belong
> to the file it is located in.
Author names and e-mails are not relevant for us: it can always be
inferred from git blame, and is often outdated.

independent of an individual and that will remain reachable.

The gNB will stop the periodical logging of UEs in MAC Info level after
a configurable number of UEs have been printed, by default 8.
Set it to 17 in some CI tests to ensure we still get all UEs for the
time being, as the CI might depend on this.
- Introduced new configuration parameters `pusch_RSSI_Threshold` and `pucch_RSSI_Threshold`
(MACRLC section)
- Added `nr_limit_tpc` function in `gNB_scheduler_primitives.c` to limit TPC based on RSSI
threshold.
- Integrated `nr_limit_tpc` in PUCCH and PUSCH power control
Example Configuration
puxch_RSSI_Threshold takes value between -1280 and 0 and is mapped to range -128.0 dBm/dBFS
to 0.0 dBm/dBFS in 0.1 dB increments. Unit depends on RSSI reporting config.
pucch_RSSI_Threshold = -500; # Set the PUSCH RSSI threshold to -50.0dBm/-50dBFS
pucch_RSSI_Threshold = -600; # Set the PUCCH RSSI threshold to -60.0dBm/-60dBFS
making aerial shm prefix configurable (so we can use muliptle VNFs per PNF)
making the nvipc thread affinity configurable and using threadCreate.

After the last commit, it is not possible to bind on separate interfaces
for F1-C and F1-U. In other words, it is for instance not possible to
have the F1-C on one subnet on one physical interface, and F1-U on
another subnet on another physical interface. This commit introduces a
second option MACRLCs.[0].local_n_address_f1u to allow to bind F1-U on
an alternative address; if it is not specified, the interface of F1-C is
reused.
The above only works for the DU; no corresponding option exists for the
CU. For the CU, use separate CU-CP and CU-UP.
Use it in the CI.
The original UL max MCS of 9 was chosen for performance reasons. In the
meantime, machines became faster, and the ULSCH decoding faster. Improve
UL max MCS to be 28 by default to use the complete range of possible
MCS.
- Estimates correct MCS using EMA, kept between target thresholds
dl_bler_target_upper and dl_bler_target_lower (conf options) for 1st
retx and below dl_rd2_bler_threshold for 2nd retx
- Maximum MCS configurable
- on 3rd retx, reduce MCS by 5
