Cedric Roux c383e50bd6 This commit rejects an UE that connects by sending RRCConnectionRequest with S-TMSI. 
The observed behavior (samsung phone, lte dongle, sequans box) is that the UE
keeps connecting over and over again.

winckel 9405e6addb Added RRC_MAC_CCCH_SUCCESS_IND and RRC_DCCH_DATA_REQ ITTI messages definition and handling. 
Removed RRC_MAC_SYNC_IND that is not used anymore.
Added ITTI messages reception in PDCP (in pdcp_run).
Added pdcp_rrc_data_req in l2 interface.
