Parminder Singh bb9c3ca173 ue->high_speed_flag is removed from UE channel estimation 
- This flag is always set to 1, furthermore with multiple DMRS symbols
  configuration very recent DMRS containing symbol shall be for channel
  estimation.

I have to revert this to be consistent with the OAI gNB.
But I think it is wrong to take the BWPSize from scc or scc_SIB, and the BWPStart from DLbwp[0].

MR !1188 : NR_gNB_initial_MIB_fix  
This MR fixes a bug for which the gNB would send an empty MIB in the first frames of execution. This is because MIB is generated every 8 frames but the first MIB wouldn't be generated before frame 8 at the beginning of each run.

Avoid eNB exiting after gNB tries to reconnect over X2 for NSA
