L2 nFAPI Simulator Usage

This simulator allows to test L2 and above Layers using the nFAPI interface. **This simulator is available starting the `v1.0.0` release on the `master` branch.** Currently the only validated deployment by CI and developers is *with S1 interface and eNB / UEs are on the same machine*. Others deployments will be supported later after bug fixes and validation in the CI process. 1.
