please declare prototypes of functions in .h and include .h files in where the function is used and where it is implemented.

* fix the bug for IP connectivity when more than 1 UE is connected (test with iperf: ok)
* set target ul/dl mcs in the eNB scheduler to hardwire the desired MCS (option t for UL and m for DL)
* add the code related to abstraction from http://svn.eurecom.fr/openairsvn/openair4G/tags/asilomar2013
* cleanup the code
* pre-ci passed for all except for eMBMS

Raymond Knopp 9fac807d2c added support for 1.5/10/20 MHz. 1.5MHz primary synch is still broken (128-bit alignment issue with 128-point DFTs). 1/2 UEs connection seems to work ok for 10/20 MHz.
