Cedric Roux c63abcd0f2 nsa: x2ap: hack: exit gNB if connection to eNB failed 
Exit gNB if connection to eNB failed - to be modified if needed.

We may want to try to connect over and over again until we succeed
but the modifications to the code to get this behavior are complex.

Exit on error is a simple solution.

Raymond Knopp cee0f9451d intermediate commit. up to Msg4 ACK and DCI_0_0 reception verified with COTS UE (Quectel). 
- first PUSCH containing RRCSetupComplete not programmed for reception in PHY for some reason. DCI_0_0 received by UE.
- if RA fails, on the second attempt there is usually a crash (sometimes in L2_interface.c when getting UE context (added AssertFatal on this now).

matzakos ea65e1899e Add calls to initialization and configuration functions for RLC and PDCP at nrUE for SA mode 
-RRCSetupComplete successfully transferred to RLC of the UE now through SRB1, but not at the MAC yet.
-Needed to enable some additional elements for RLC config. at the gNB side (asn1_msg.c) so that the addition of the SRB does not fail at the UE.
 To verify if these are really required.
